How to Start a CLEC

Becoming a Competitive Local Exchange Carrier (CLEC) is a multi-step regulatory and business process. ISG-Telecom has guided thousands of entrants through it since 1996. The core path:

  1. Define your business model — facilities-based, UNE, or resale; target markets and services (voice, VoIP, broadband, wholesale).
  2. Choose your states — each state Public Utility Commission (PUC) certifies CLECs separately.
  3. Certification filing — corporate documents, financials, technical and managerial qualifications, proposed tariffs.
  4. Negotiate interconnection — an Interconnection Agreement (ICA) with the incumbent LEC under Sections 251/252 of the Telecom Act.
  5. Operational setup — OSS access, number resources (NANPA/pooling), E911, CALEA, USF and FCC filings (499-A/Q).
  6. Launch and compliance — tariff maintenance, PUC annual reports, FCC obligations.
